Prof. Dr. Skender Topi

Skender Topi, MD completed his higher studies, with excellent results, at the Faculty of Medicine and Surgery, Aldo Moro University, Bari, Italy. He completed his specialization and doctoral studies at the same University, in Biotechnology and Integrated Therapy in Oncology. Since 1966, he has practiced the profession of surgeon in Italy, Albania, and throughout Europe. Currently, he holds the position of Chief of the Surgery Pavilion at the Regional Hospital Center “Dr. Xhaferr Kongoli,” in Elbasan, Albania.

In addition to a very successful career as a surgeon, Professor Dr. Skender Topi has had a long and successful academic career. In 2002, he founded the Faculty of Nursing at the University of Elbasan “Aleksander Xhuvani.” Moreover, near the same faculty, in 2006 he established the Telemedicine Center as a modern and multifunctional center in the service of students, academic staff, doctors and nurses of the city of Elbasan. In 2016, the Telemedicine Center in Albania and the International Virtual e-Hospital Foundation awarded him with “Telemedicine Champion,” the motivation in recognizing individual leadership for innovation in the development and implementation of students in telenursing services and advanced integrated telemedicine and e-health program at the University of Elbasan. Professor Dr. Skender Topi is the initiator for humanitarian initiatives, such as supporting and cooperating in voluntary blood donation. He holds the title of “Ambassador of Peace” award by the Universal Peace Federation.

By decree of the President of the Republic of Albania, No. 11663 Date August 24, 2020, Professor Dr. Skender Topi was appointed Rector of the University of Elbasan “Aleksander Xhuvani,” thus exercising his second term.

Professor Dr. Skender Topi is the chairman of the Scientific Board of international journals. He is the author of 10 academic medical textbooks, over 200 scientific articles published in prestigious international scientific journals, and the author of articles presented at international congresses at home and abroad. He is not only a prominent personality in the academic world of medical science, but he also carries qualities rich in citizenship and culture. For his contribution to the spread of Italian culture in Albania, on February 26, 2018 he was praised for the quality of his personality by the Mayor of Bari, Italy.
